Habeas Coca: Bolivia’s Community Control of Coca
In 2009, Bolivia initiated an innovative, non-violent approach to control coca production. Instituted by Evo Morales’ government with EU assistance, its harm reduction approach has reduced confrontation, strengthened communities, and reduced overall coca production. The result is a program that the Organization of American States calls a “best practice… (worthy of) replication.”
